If you want to play Duke Nukem in Quake 2 :
* unzip this file where you want
* go in the Quake2 directory
    * go in baseq2
    * go in players and there copy the "duke" directory with all its content
    * copy the duke.cfg file in baseq2
        * if you use Windows, you should edit it and change all "duke/" in "duke\"
* go back in the Quake 2 directory
    * copy the "sound" directory with all its content

* launch Quake 2 with the option "+exec duke.cfg"
    * edit your player setup, choose the "duke" model and the "nukem4" skin

Nice sunglasses but the model is a bit crappy!
Now, the sounds you produce (jump, pain...) are Duke Nukems' and you can piss off your opponents with 26 Duke Nukem quotes (they're not very offensive). I don't know if the sounds work over the internet (they are wav 8 bit 11.05 kHz or 8 kHz).
Perhaps you should be a good player to piss off the other players (I'm not).

The whois.txt file shows who's who.
